Recently, Bethesda confirmed that Fallout 76 won't be coming to Steam and will only be available on PC through Bethesda.net, which has been an unpopular move with PC players livid. However, during QuakeCon 2018 Bethesda Senior VP Pete Hines spoke to IGN about the issue to clarify any lingering questions.
According to Pete Hines when asked about Doom Eternal:
“We haven’t decided on anything else, this is specific to Fallout 76 given the kind of game it is — it’s an online, ongoing game. [DOOM Eternal] may or may not, but it hasn’t been decided on anything else yet.”
Hines did state that this decision could be lifted in the future and bring Fallout 76 to Steam but didn't give a direct answer. Instead, it's a case for the publisher and they can serve their audience "directly" with their own platform.
“We have found very good successes in having those direct relationships with customers, and not been able to see those same benefits when we work through somebody else. And so, specific for Fallout 76, we are going to try this because we think it will give us the best chance to do right by our customers.”
It has become much more common for publishers to release their games on their own service and avoid Steam. How this will pan out for Bethesda is yet to be seen but as of now it's an unpopular decision by the PC community,
