Usually, betas are meant to be one time testing periods where anything goes and nothing gets carried over. This is now the case with Fallout 76 with Bethesda confirming that progress made in the beta will carry over to the full game.
The information comes from Bethesda's FAQ update that stated the beta will feature the full game and all your progress will carry over.
This may seem strange but consider that the B.E.T.A. is mean to test the online features such as stress testing the servers. The only way to get a full read to give players full range.
