Exclusive content isn't anything new when it comes to gaming, especially multiplayer games. Last generation, the Xbox 360 got Call of Duty content before PC and PS3 and this generation Sony made a deal with Activision for timed exclusive rights. However, things took a left turn when Sony and Activision revealed that the horde-like survival mode will be exclusive to PS4 for 1-year during State of Play's livestream. As you can expect, fans were not happy.
Narrative director Taylor Kurosaki decided to take to Twitter to clarify some information. First off, the Spec Ops mode, which was introduced in Call of Duty: Modern Warfare 2 and being brought back, won't be exclusive but that Survival Mode will be. Stating that this mode only represents "1%" of the game. Still, that's 1% that players did pay for.

Kurosaki, who took the brunt of the negative reception, explained that this was an executive decision and was "above out pay grade". This is right as most exclusive deals are not made by the developers but the publishers. Take the Epic Games Exclusive deal for Metro Exodus for example.
This does add another issue to the Call of Duty franchise. The series has become a yearly series that heavily focuses more and more on microtransactions. The previous installment, Call of Duty: Black Ops 4, completely removed single-player for a multiplayer-only experience. The game isn't a year old and already players have to pay another $60 for a new game, and anyone who purchased microtransactions in the previous game is useless now. Honestly, Call of Duty is becoming more and more like modern sports titles. By the time Call of Duty: Modern Warfare's survival mode comes to PC and Xbox One the new game will likely be out.
