Looks like the Special Edition for The Elder Scrolls V: Skyrim was original made for the Xbox One only.
While talking to Adam Sessler and Morgan Webb during the post-interview of Bethesda's E3 2016 conference Todd Howard confirmed that Skyrim was originally ported to Xbox One first so the development team could learn the Xbox One hardware.
Today the Special Edition of The Elder Scrolls V: Skyrim was confirmed for Xbox One, PS4, and PC but Todd Howard stated that the game has been in development for the last year. It will release on October 28th, those who own Skyrim on the PC with all its DLC packs will get a free copy of the Special Edition version.
