Earlier in Control, your first encounter with a Hiss Elevated is Mr Tommasi. Before Jesse can finish off the Hiss he runs and now he's back. Here's where Tommasi is located and how to defeat him.
Tommasi can only be fought after completing the game. Once done, Emily will inform Jesse that he's back. Tommasi can be found in the Sterling Awe. Basically, he's a powerful Hiss Elevated and follows the same attack pattern. Shoot down his shield and throw an object to disrupt his own throw.
At half health, Tommasi will call on Hiss Charged and 1 Hiss Distorted to aid him. If you have Seize Strength you can take over these Hiss to aid in your fight. But be aware of Tommasi, he's powerful and 2 good hits will kill Jesse.
The key of this battle is mobility and awareness. The Hiss must be taken care of but don't ignore Tommasi. Always keep the camera on him but be aware of the other Hiss. The Charged can be easily killed or evaded but the Distorted will do major damage if not killed asap.
