Players cannot hit for full damage until both players attack. Attacking another player will reduce the damage to about 90% until the other player attacks. If the person attacking kills the other player a bounty is placed on their head, with its starting at 10 caps and increasing by 10 for each kill. When the bounty is placed that player can kill without issue but everyone knows where they are.
The player who kills the bounty will earn the caps placed in the player's head.
